The Blair County Conservation Districts (District) Board or Directors adopted the Districts Strategic Plan on June 23, 2002. The Strategic Planning Process has been a great learning experience for the Districts Directors and Staff. We feel that it has been a worthwhile experience and that it will help to steer and focus our efforts into the future. The cooperation from our partners has been great. They gave us many ideas to work through to come up with the critical needs of the County. Priorities were set based on the Districts current work and what we felt were the most critical areas. Our board and staff are made up of people with different backgrounds from different areas of the County. This blend of people helped us consider all ideas from different aspects and come up with the most critical.
The Strategic Plan will be distributed to all of our partners through a mailing. It will also be available at the District office and on the web site to anyone interested. The main people we are targeting for the plan are those who we feel share the same goals and/or can help us achieve our goals. Hopefully we will also find new partners through others reading our Strategic Plan and offering or asking for assistance. Through our Directors, Staff and partnerships, we are confident that we will be able fulfill our plan.
The environment is always changing and the times are uncertain; however, we fell that our Strategic Plan has been written to deal with the changes. With the changing environment and the increasing demand being placed on Conservation Districts, growth is inevitable. Because of this, we have also written growth into our Strategic Plan. The growth of the District will allow us to better deal with the changes that are certain to come.
The Strategic Plan for the Blair County Conservation District has been written to focus the Districts work on the most critical resources in our County. With the help of the County and the Districts partners, we feel that we can fulfill our plan and accomplish our goals. Thank you in advance for your cooperation.

The Blair County Conservation District provides service to landowners
and land managers as well as the general public and government entities.
Primary efforts are centered on agricultural use and commercial
development. The District seeks to
ensure resource conservation through the administration of various government
and District sponsored programs. These
programs include permitting for land disturbance, monitoring environmental
conditions by physical inspection, grant money and other financial incentive
distribution, technical expertise assistance and targeted educational efforts
to the community.

serve the Morrison’s Cove Community’s residential and agricultural needs.

By December 2003 a public awareness effort for the conservation and
planning of water usage will be initiated.

By December 2003 the Federal Conservation Reserve Enhancement Program,
with funding, will be initiated in

By December 2004 Alternative Nutrient Management Methods will be piloted
in the intense agricultural areas of the County.

By December 2004 the impaired water quality of Glenwhite, Sugar and
Kittanning Runs will be assessed, planned for mitigation and/or mitigated.

By December 2004 wetland areas as categorized through mapped soils and
National Wetland Inventory mapping will be digitized for public distribution.
